You had FTM on your PC but have now removed it. FTM makes itself the default GEDCOM "opener". You can reset the file associations in Windows Explorer but I won't get into that here. Open PAF. Create a new file: New from the File menu. Import the GEDCOM into this new file: Import from the File menu; locate the GEDCOM from the PAF dialog and then select it.
