I checked the 1910 census for Lehigh County and did not find the one you are looking for. I did find the following -

2nd Ward Slatington, Lehigh County -
Howell J. Roberts age 33 immigration 1888 working in slate quarry born Wales
Barbara wife age 30 b. Wales
Robert T. 13
Eran (or Evan) H. 10
Beatrice 8
Catherine 6
Ethel 3
Raymond 3/12
(all children born PA)

Richard O. Roberts age 48 immigration 1879 working in slate quarry born Wales
Martha wife age 42 b. PA
Lizzie 17
Gwendolen 14
Olive 7
(all children born PA)

There is also -
Owen H. Roberts age 37 immigration 1895 - boarding in the household of Jane W. Jones and working in slate quarry

There are many more Robert/Roberts listed - not all born abroad - but I will add that many, many late 1800's Scotch, Irish, Welsh immigrants ended up in the Slatington, Lehigh County area working in the slate quarries. I also checked the 1900 and 1920 census for the area and did not find a Samuel who seems to be the correct one.

I have the 1988 anniversary history of Slatington and surrounding communities. The following is on page 401 of that book -
Roberts, William E.
William E. Roberts was born in Caernarvonshire, Wales, in 1855, the son of William E. and Ellen (Williams) Roberts. In 1873 he emigrated to America and settled in Slatington as a slate worker. In 1894 he joined with Michael J. and Hugh J. Roberts to form the M. J. Roberts Slate Company.
