I started with some research on Frank and Martin back in Norway to obtain other information on them and their family.
This link goes to much information found about Martin Julius Olauson (posted here for other researchers).
The Bureau of Land Management identifies on July 2, 1914, Martin OlausEn obtained land in Burleigh County.
This land was 158.92 of our acres. His land was in ND, the 5th Meridian, Township 139 North, Range 75 West, Section 2:
a. The South half of the Northwest Quarter of Section 2
b. Lot/Tract 3 of Section 2.
A Section is one square of our miles and contains 640 acres. A Quarter Section would have 160 acres.
--This is a topographic map of Section 2. You will see red colored boxes, with a number "2" in the center of one of them. To the left (West) is Section 3, to the right (East) is Section 1. If you divide Section 2 into Quarters, look at the top left quarter of Section 2. His land would be the bottom half of that top left quarter. The rest of his land would be another land tract. I would "GUESS" it would be part of the top half, OR, part of the top half of the bottom left quarter of the Section. While remembering where Section 1 is located, you can zoom out (top left corner of the map) to see Driscoll, the closest town. Driscoll is east of Bismarck, North Dakota, along US Highway 94.

If correct, this is Frank, with his father Olaus, born 1856, mother Anna, born 1852 and siblings.
Here is Frank emigration from Norway, sailing from Trondheim on 29.05.1907, on the ship "Salmo." He was enroute to Sacred Heart, Minnesota.
I looked for farm land owned by Frank in Minnesota, without success. The passport information found by Carolyn identifies he was working in Driscoll, ND, at the time of application in 1919. I did not find any farm land for him in North Dakota. He might have had a farm in both Minnesota and North Dakota but did not obtain it via the US Government.
I did find Martin Olausan(as written and transcribed on the Census sheet) in Driscoll, Burleigh County, in the 1910 Census. I did not find Frank in either North Dakota or Minnesota.

Your posting did not say if Frank returned to the US, or if he stayed in Norway to help his family on the farm. It appears he left Minnesota for Driscoll and perhaps stayed on his brothers farm for a period of time before returning to Norway in Dec 1919. I checked passenger listings (emigranter) for his departure after 1920, without success.
