Are you sure "bm" was for "best man"? I suspect it was for "bondsman", a person who put up a bond to assure that the groom (and probably bride) was (were) single. In some states it is thought a bondsman also had some responsibility for children born to the marriage if the parents did not support them, thus relieving the county of that duty.
Now, in some/many cases the bondsman may have also served as best man but there was no legal necessity to record such a wedding attendant.
