Hi Karie -
You get the records from the National Records and Archives Administration. First you have to request order forms but they come within a few days. Then you fill out the form and mail it in and they SHOULD (1) send you a post card telling you they've received your request - this in a few weeks - then (2) send you the records themselves - this can take up to six months. In fact, there are some I ordered last winter that still haven't come and I'm beginning to think they won't. You don't know what sorts of stuff will be in the file, but often there are odd bits - like those marriage records in Jonathan's - I hadn't found them in various Wayne county marriage books.
