All I have is two records on William Russell.
-1757b (below deep creek) in Amelia co.
-William Russell m. (female) Hollowell before 1718, the same wm. was also the brother inlaw of the Sarah Light who m. John Hollowell in 1740 in Norfolk.

We know that wm r. married before 1718, and had children approx 1740, a 2nd marriage or 2nd generation. Then was in Amelia in 1757.
I doubt that Phillip b1765 was the son of Wm Russell (wm would have been 65-70 at phillips birth). Have you seen Wm Russell's will? I read it in searchlight magazine recently.

In 1715 there was a william russel in Spotsylvania Co {Spots Orders 1722-1724, reel 26]. and one in King William co.[Ibid].
I would look there first. Those reel numbers are from the Virginia Library, but probably available on FHL loan, too.
Also I read a county history that said Russell was a fur trader, maybe Amelia, Prince George, or Charles City counties.
Phillip is probably a nephew of Wm Russell,
that's just a guess.
