You probably know much more now than when you posted the message. Purins is a common surname in Latvia. I believe you are talking about Arvids Purins who was born December 9, 1908 in Lubezeres pagasts about 20km north from the city of Talsi. He was arrested by the Soviets March 6, 1941 and deported. The deportation case number is 8524/3 if you want to pursue it. The NKVD trial number is P-9951; he apparently beat up two Soviet Army sympathisers when the army entered the city of Talsi. He did not live in the city of Talsi but in farmstead Licos in Laidzes pagasts just north of the city of Talsi. Teodors, Vilis and Maksis may be brothers or cousins. Nowasays Janis Purins and Ugis Purins live in Laidzes pagasts and could be descendants.
