The records from NAA might only cost Aus $25. Show your friend some of the other families records on the site (digitised) and they can decide if they want to pay for theirs.
For example go to www.naa.gov.au and do a name search for: Celms, Avotins or Treimanis. There are Open and Digitised records for at least one of each name.

'Open file' just means it doesn't have any restrictions on it, like 'top secret'.
If you wait for the NAA to open and digitise the files for public viewing, you'll be waiting a long time. It's a big enough job cataloguing them.
That's why you will see the complete set of IRO, DP Camp, Immigration files and photos for some families.
