Under Louisiana law, birth records are strictly confidential until 100 years after the year of birth.
I do not see how the half-sister could have obtained a copy. You might check the LA State Archives website for further information.
As an alternative, I suggest you or your nephew obtain a copy of his mother's Social Security application. It will give her parents' names, etc. since she would have completed the application herself. You can Google and see how to do that.
