I believe this is the emblem and motto of the Army Corps of Engineers Headquarters Company at Fort Belvoir, VA. It is located near Fairfax, VA. The Fairfax family motto was Fare Fac, Say it. Do it. The Engineer School motto at the same fort is Essayons, I will try.
