DD-214 is the form needed to request medals. The government will only issue one set of medals. Replacements can be requested if originals are lost due to fire, flood, etc.
If one does not have the DD-214, usually a copy is on file w/ the clerk in the County in which the veteran lived upon his separation from the military. This recording is not automatic, but must be done by the veteran.
Medals can be purchased from private merchandisers. Those sites can be found on the internet.
