I've always found the County Clerk's office to be pretty responsive if you want a specific item (i.e., marriage certificate). If you are writing to ask them general questions about what records they have available, they probably won't respond by letter. You may want to phone them.
If you're looking for specific records, then I might suggest you visit the Harrison County web site at the USGenWeb at: http://www.rootsweb.com/~iaharris/
They have marriages, cemeteries, probate indexes, early histories, land owners, etc.
