From the Report of The Colonial Surgeon 1884 - By arrangement with the Hon Registrar General,Inspector Horton attends every moring at this place ( the Lock Hospital,for women detained under the Contagious Diseases Ordinance) and has been ordered to visit all the ships in the Harbour.
HK Government Gazette of 7.4.1891 - Insp William Horton to be an Inspector under the Women and Girls Protection Ordinance.
Report of Colonial Secreatry and Registrar General 1894 - Incpector Horton,who had been attached to this office for many years and who always performed his duties satisfactorily,retired on pension.It appears he was a brothel inspector !
