I have one idea of what may have happened. Sierra set the program to look for data files by default in the program directory. They did allow them to be located elsewhere on the computer :-)
Windows 98 and Windows XP have very different ideas of where the "My Documents" directory is located, with 98 having it under the "C:\My Documents" location, and XP having it under "C:\Documents and Settings\yourloginname\My Documents" so if you simply referred to "My Documents" the internal reference to the actual location of the file would be quite different.
