Take a look at the first initials of the couple involved in the start of the report. If they happen to have a Windows/DOS reserved character, such as "?" it will be impossible to create the RTF file on the disk for the report. The operating system will not allow that character in a file name. Files are created even if the report is send directly to the word processor. The file is created, then a command is sent to the word processor to open a particular file.
Try saving the report to an RTF file and see what it is trying to create and where it is trying to save it. It is possible that the Sierra.ini file in the Windows directory also does not have the PATH definitions correctly.
