I've tried your suggestions and more.
I think FH accepted the Sources but I still have the problem can't create anything acceptable to FTW or PAF.

What I have done in Generations is

1 Define a new FACT called Census with GEDCOM tag CENS
(this is what FTW and PAF expect)
2 For all 2100 people with Census Notes create corresponding Census Facts linked to the same Sources
(these get imported OK) (I've got halfway)
3 For all Source Fields with GEDCOM tags that are unacceptable (nearly all) change the tag to TEST
4 Create a Word Macro to do multiple Replace All to reformat the Sources
(examples Replace "1 TYPE Birth Certificate" with "1 TITL Birth Certificate^p1 NOTE Birth Certificate" and
Replace "1 TYPE UK 1901 Census" with "1 TITL UK 1901 Census^p1 NOTE UK 1901 Census" and finally
Replace "1 TEST" with "2 CONT"

(FTW and PAF expect Sources to have a TITL tag line and text data as NOTE lines (also accept TEXT tags) otherwise they generate a default of TITLE in the case of FTW and a seq number in the case of PAF)

The macro ensures that all the Fields in the Source are entered in the Comment and Footnote fields in FTW and PAF sources.

I still have a problem with TYPE Freeform as these don't get a TYPE or TITLE tag line just TEXT tag lines. I am thinking of forcing Freeform to have a Title and changing TEXT to NOTE followed by CONT lines if needed.

I think I am 95% to getting a complete workaround!
I will still have some Notes where the effort of conversion may not be worth doing further work eg copying Source info into the Note body.

I can let you have examples of before and after if you are interested.
