DEVLIN, Born in Providence, Sept. 12, 1860; learned printing at office of Angell & Co., beginning in 1874; initiated into No. 33 May 17, 1888; worked in the printing offices in this city, both as printer and reporter; was the first police messenger appointed in Providence, and served as such under Chiefs of Police Charles H. Hunt and Benjamin H.
