Your posting just caught my eye this morning... I don't know much about the Deleware laws concerning the protection/preservation of burial grounds, but I know that many other states have such laws in place. If you haven't already, look through the information Saving Graves has links to for Deleware at http://www.savinggraves-us.org/de/
If the links to the specific paragraphs in the Deleware law do not provide what you're looking for, by all means go to the Deleware State government page that is also linked to on that Saving Graves web page. If the law isn't listed on the Deleware State page, at least there will be names of who you might contact for more information. Good luck, and thank you for caring! If the folks in the cemetery were my kin, I'd be very, very grateful to you for wanting to preserve their resting places for future generations to visit and remember them.
