I checked some more with the Alva M. Tuttle book, if he is correct then it appears that Earl Tuttle was the child who was named Eliphalet Albert Tuttle, born Canton, CT, c1827, baptised 31 March 1828 in Canton, son of Truman and Charlotte (Alford) Tuttle, "from Church vital records".
From the book, here is the compiled list of the children of Truman and Charlotte Tuttle.
Oliver Jabez c1826
Eliphalet Albert c1827
Lucia 11 Dec 1831
Hannah A. c1839
Henry C. c1843
Sarah A. c1846
This is what he has on Truman's father:
Obediah Tuttle, born 19 Apr 1769, Waterbury, CT, died 1863 a resident of Watertown, CT., son of Jabez Tuttle, who was born 1732, Obediah married Azuba Curtis, their children were Curtis b. 1791, Jabez b. 1796 and Truman b. 1800
Alva M. Tuttle's sources for the information on the Truman Tuttle family were:
1. The Tuttle Family by George Frederick Tuttle.
Tuttle & Co, Rutland, VT, 1883, vol 49
2. Family data from Sylvia (Tuttle) Howells; 28 Feb 1895
3. Data 1964 from Ralph R. Tuttle, Southington, CT
By the way, the books in the Barbour Collection that cover Canton, New Hartford and Watertown have absolutely no vitals that concerns this family, I checked.
