The 1930 Barkhamsted census shows a couple of families by the last name of Slater. At the top of the page is an Ida Slater (49) with two daughters Mary (12) and Adelaide (8). Then there's a John Slater (60), wife Elizabeth (57) and children: John (30), Arthur (21), Edward (17) and Ida (14). The last person listed in this dwelling is my gg uncle Charles (79).

I'm not sure if this is a house or an apartment? (The information for this particular dwelling begins on the previous page which I don't have.)
The interesting thing is that from the mid-1870's to the mid-1890's Charles lived in Wisconsin. When he first moved there he lived with an Uncle and Aunt named Jefferson and Catherine Simmons Brown. They had one son named William who married Alameda Slater.
I contacted a descendant of William and Alameda and she's not sure if Alameda is related to the CT Slaters because Alameda's family has been in America much longer.
At this point, I don't know if there's a relational connection or if it's just a coincidence? I'm not sure about Raymond Heath either.
Thanks for offering to look for Charles' family's information for me.
