Thanks Miss Jane. According to letters dated February 1863 which were confiscated by a Provost Marshal, plans were being made for Louie Watts Downing to come to be with the family of her husband, John A. Downing, in Scotland County, MO. Possibly she was sick or with child. After being given a leave of absence, John Downing apparently joined his wife and family in Scotland County during the summer of 1863. Disillusioned with the war and/or because of his wife's possible illness, he did not return to his post and left for California. His 16 year old sister, Rhoda, was arrested by the Union Provost Marshall for suggesting in a letter that he desert. (Later, she was released when Scotland County officials petitioned the Provost Marshal, Missouri.) I and a couple of researchers have been unable to find out what happened to Louie Watts Downing or even where she came from (we assume Missouri). It has been suggested by researchers that she died either in Missouri in 1863 or on the route to California after the summer of '63. Any record of her in California--if she went--would be from the summer of 1862 through December 1866.
