The Index to the Compiled Military Service Records in the National Archives lists a number of "William Williams" in the 13th Regiment, US Infantry, Regular Army. Their compilation, from different reports, lists them in Company A, Company F and Unknown Company(these may be the same individual). I note these records extend into the 1870's, as there are circa 1870 details about others in the regiment.
Also in this unit were other "Williams"; all were privates. They may or may not be related to your ancestor, and may or may not have served at the same time as he did. US Army records from this era are very sketchy.
Charles, Heslip M., James, John, Ludwig, Thomas R., and Washington.
I'd suggest you contact the US Army historical site in Carlisle, Pennsylvania to see if they can provide more info on the post-Civilwar service of this unit.
