The San Diego Recorder has a number of documents in the name of Nellie C Lilly, and the Nellie C. Lilly Living Trust.

The last document was filed 5/6/2010, a tax deed.

Her brothers obituary. Perhaps one of these survivors has a copy of the obit, perhaps one wasn't published in California, but in NC:
---George Sidney Chrismas, 94, of Forest City, N.C., died May 28, 2007, at his residence. A native of Oxbow, Province of Saskatchewan, he was a son of the late Walter William and Pearl Orena Whipple Chrismas.
---He retired from the NASCO Company in Waukegan, Ill.
---He served in the United States Army during World War II in the 101st Artillery Battalion; was a member and deacon of Peace Lutheran Church in Cherokee Village, Ark., and former resident of both Hardy, Ark., and Zion, Ill.
---He was married to the late Patricia E. Chrismas. He was also preceded in death by his first wife, Carrie Hass Chrismas and a stepdaughter, Patricia Dicks Swager.
---Survivors include: a step-daughter, Donna Ohmsted of Forest City, N.C.; a brother, John Edward Chrismas of Hot Springs, Village, Ark.; and two sisters, Ivey Meeks of Wendell, N.C. and Nellie Lilly of San Diego, Calif.; nine grandchildren; and seven great-grandchildren.
---A graveside service was held at North Shore Memorial Gardens in N. Chicago, Ill., for the family at the time of the interment.
---Memorials may be made to Heifer Project International, P.O. Box 8058, Little Rock, AR 72203. The Padgett and King Mortuary of Forest City, N.C., was in charge of the arrangements.

I would contact Placer County, ask for the County Registrar, they approve burial permits.
There is a volunteer in Placer County that does Public Records, both library and courthouse...and obits.
