In another post (elsewhere on Genforum) you said Carrie Marie Groseclose (or Grossclose) married Ben Shipp, and that grandma (Carrie?) married Ed Probis on 29 August 1930.

As much as we can find out about a family, we cannot know who someone's biological parent is without a DNA test. We accept two people are biological parents if they are listed on a birth certificate (taking it on faith they are the biological parents).
I am adding info in the hopes that filling in the blanks of the families in your story might eventually lead to the missing birth certificate for your father.
Have you checked under various surnames? Remember we found his sister Garnett with surname Martin, and he had surname Jones, both using the surname of their adoptive/foster parent. Robert's birth certificate might be filed under Grosclose, or Shipp, or ... Ii suppose it could even be a different first name? The exact date and place of birth will be the clinchers.
I can see why you are finding it difficult to get to the bottom of your mystery!
