Hi Annabelle, To have a half brother, then either Samuel's biological mother or father must have had children with someone else. I think the connection is through Samuel's father. Samuel's father Andrew was originally married to a Martha and in 1841 Census they had 3 children: Andrew, Mary and Martha. In 1851 Census, Andrew is married to Jane and there are 3 more children: Janet, Keir and Samuel S. I cannot find a record of the death of original wife Martha or Andrew's marriage to Jane, but I have not looked very hard. Regardless, Samuel Shirra Dougall married Emma Ward who was a sister of my great grandmother. They met and married in Perth, Australia, whereas my g.grandmother lived in UK.
