Thanks Jean for your interest. Yes, I have been lucky that Jerry Frank answered, I do not know if he is in Russia. I have looked up the map and as you will have seen by my answers that I cannot place the new name Liepaja in context of the whole of Russia, I downloaded a map which he told me about and found the town on the coast of the Baltic sea but am still working on the map as a whole to see where I am exactly. I also had a look at where I could get certificates and the general advice is that (from the site I looked at) that it could take up to 5 months to get an answer as very few are on the internet and few speak English.
