Before 1903 records of naturalisation are kept by the State Archives. NSW indexesa are here http://www.records.nsw.gov.au/state-archives/indexes-online/indexes-online#n and Queensland did have an online index but it seems to have disappeared from their website. Perhaps they are updating it, so you would need to contact them. After 1903 the records are kept by the National Archives. If you can't find anything in their catalogue then you need to submit a reference enquiry - only a small percentage of their records are included in their online catalogue. http://www.naa.gov.au/collection/using/askquestion/index.aspx
