This is a guess -- a presiding board of officers in each Regiment or selected from its next highest level met periodically to rule on whether lower-ranked officers could resign with honor (they reviewed his record, and in many places their decision governed whether the man could receive a pension). So you might have a General, a Lt. Col., a Major, etc., rule on status of a Captain who wished to resign.
You could look at the beginning of the volume and see whether there is a list of abbreviations.
