Anyone used to be able to start a cemetery anywhere on their property, before zoning and health laws came into play. As a general rule...and there are lots of exceptions, cemeteries were an East-West orientation and usually put on a knoll. There is no easy way to put it, but it was a drainage issue, they didn't want to contaminate the water table.
Sometimes they were a ways outside of town because that is where the land was donated, other times it was because they wanted it at a distance due to the prevelance of infectous deseases like yellow fever and small pox. They felt safer if it was a distance away.
If you have 100 cemeteries there are probably 100 different reasons why they are where they are. Some have an interesting story behind them, some we'll never know the reason.
