Requesting Deeds of grave sites?

I'm wondering if anyone knows the procedures or laws regarding the deeds or contracts of grave sites?

I found a couple grave sites owned by my deceased grandfather and gggrandfather. I was wondering if I can request a copy of the contract or deed to the grave site from the cemetery? I know I can request interment records from the cemetery, but one such place wanted to charge $100 administrative fee for the records!

My question is that since I am the next-of-kin of my grandfather and my gggrandfather, I should be entitled to a copy of the deed, so the cemetery should technically only be allowed to charge me a photocopying fee or something like that. Am I correct?
