Catherine just may be correct - the records just weren't kept or, more likely, have been lost. That said, I believe that your best bet would be the Illinois State Genealogical Society which, in close co-operation with the LDS, has microfilmed extant records such as church, cemetery, funeral homes, etc. You indicate that local historians haven't been of much help but have you been in contact with ISGS? You don't give a time frame so I don't know how much this helps but LDS does have on microfilm" "Internment Record 1899-1956", Peoria County, IL. (FHL US/CAN Film 1689045 Item 1).They also have cemetery transcriptions for various townships but I didn't see any for Mossville.
There is the outside chance that back in the late 1930s-early 1940s, the Works Progress Administration's (WPA)Grave Registration Project might have inventoried the area's cemeteries. I assume that the cemetery you refer to was in better shape 70+ years ago. Do you know the name of the cemetery? Of course, WPA didn't cover many areas and sometimes did a pretty shabby job when they did cover an area but it is a possibility. IF such records were made, and survive, the ISGS should have them. Again, you don't give a time frame so did they die before or after the WPA project?
I'm a little at sea as to what exactly you are looking for - exact dates of death, other possible family members, confirmation that they were actually buried in this abandoned cemetery or what?
