Chris, I have just found your message.Please don't waste your time and energy on ceramic markers.Most clay bodies and also most glazes will not stand up to the test of time in the extremes that outdoor elements provide.If you insist on trying this, use only the toughest stoneware clay body that you can get.Your average ceramic shop will not be capable of firing this to full maturity.So get hold of a potter who works stoneware.
I think if I were doing this, and I have thought about it as I have found so many stones missing or so damaged that they are so sad, I would basically make a "stepping stone" of concrete, much like the ones hobbists are making for their gardens.You could use something as cheap as heavy, supported cardboard boxes for molds.Be sure to reinforce the concrete.Fiber would probably be better than anything metal.You can smooth out the top surface and write or draw anything that you want as it is setting up.If these were set down into the soil a bit they would be out of the way of mowers and should last for quite some time.Although understand nothing will last like marble or granite.
You might visit your local library for information on the craft of making stepping stones.
