Marriage Banns

My parents were married in a Catholic Church in Virginia in March 1939. Both were practicing Catholics. Both my mother's & father's home churches were in New Jersey. On the marriage register for the Virginia church it states that permission for the marriage was received from my mother's home church. This is followed by "Dispercatis a banni concessa a Cansell" which I believe means "Chancellor of the Diocese permitted the publication of the banns to be omitted." Can anyone advise on why the publication of banns would be omitted?
