I don't have anything on the Milner family, but I did find this on Francis Wills:

Francis Wills died on January 9, 1748, Isle of Wight County. His will was recorded December 14, 1749 and was witnessed by Robert Bygrave, James Cary and James Cary Jr.
Source: Wills and Administrations of Southampton County 1749-1800 by Blanche Adams Chapman.

James Cary AKA James Cary of Nottoway River is the one mentioned in this abstract, with his son, James Cary Jr.
James Cary Jr. was an attorney and is mentioned in several documents in Virgina and North Carolina. His loyalty was with the British during the war and served as a Captain in the military. He exiled to London after the war and was never heard from again. However his wife (Mary Kerney)came back to Virginia and died in Surry County 1804.
