The only thing that does not make sense is the date of birth for this Richard - he would, at best, be just 13 years old in 1795?(You could have been a witness at age 16).But then, census data is not terribly reliable, is it?
I looked, but could find no connection to Watlington.

There were, of course, Richard Carters from Giles of Henrico in Halifax, but not this date
- nor has Claibourn been found in this clan. (Until the 1850 census, that is *).
Separately, Claibourn Carter of George and Lettice Stowers Carter is proven off to Kentucky.
The elder Richard b. 1783, and we have Richard Carter of William T. Carter of Henrico Clan born ca. 1784 -
therefore we now have a clear distinction:

We agree with Ancestry (what a rare statement!) that the first letter is an L.We separately have Samuel Carter of the Giles line born ca. 1778 - but have his brother Richard accounted for in the above section.
We do have the brother John of Richard instant born circa 1811 - to account for the 33 year old John above.No sign of a Richard Carter ca. 1808 in the 1860 census - according to Ancestry that is.
