That is actually good news.I was worried you might reply that you are Kit # 71930.But since you are not, that means there is still a chance that you can do the Y-DNA test and be a match with Kit # 71930.Genetic genealogy is all about finding matches and currently Kit # 71930 doesn't have a match.
Kit # 71930 is listed in the "R1b - Not assigned to a lineage group" section:

There are three kinds of DNA tests that are commonly used in genetic genealogy:
mtDNA : passed from biological mother to biological child (both males and females)
Y-DNA : passed from biological father to biological son (males only) [ like a traditional surname ]
autosomal DNA : inherited randomly (both males and females)[ good for only about 5 generations ]
The Y-DNA test is what is typically used in Surname Projects but some also use autosomal DNA tests to confirm relationships between males and females.
Genetic genealogy and traditional paper-trail research are two sides of the same coin. They work together. One does not eliminate the other.
Even after a Y-DNA test is done and you learn which Carter line is your Carter line, you still have to do the traditional paper-trail research if you want to identify where your branch of Carter's connects to the larger family.Doing the genetic genealogy part first can help narrow the paper-trail search area. That can be a big help with a surname like Carter where there are so many different unrelated lines. There are over 40 groups plus men like Kit # 71930 who are not yet in a group.
My Carter family is Y-DNA Haplogroup "Q" group 1.Giles Carter of Guilford County, North Carolina is from my Carter family. He lived in the part of Guilford County that became Rockingham County, North Carolina in 1785.But I don't know when he died so I don't know if he actually lived in Rockingham County.I'm still trying to identify the children of Giles Carter.
In addition to your Thomas Carter from Maryland who was married to Elizabeth, there was a Thomas Carter who was married to Ruth. Here is the RootsWeb database by Kenneth Ray Truitt that includes information on this other Thomas Carter of Rockingham County, North Carolina.

Unfortunately, Ray Truitt passed away in June.
There was also a Peter Carter (1800-1870) who lived in Rockingham County, North Carolina. He was married to America Evans.I don't yet know if Peter was from your Carter family or my Carter family or a third Carter family. And just to keep life interesting, Peter & America Carter had a son named James Osborn/e.
