Let me add a couple of things. There are two men named William Carroll who applied for Revolutionary War pensions. The William in Roane substitued for brother George, not Jesse. I have printed out both files through Heritage Quest. The last three pages of William of Roane County belong in the other William's folder. Those three pages concern the pension given to the widow and does list the children - all those names are also in the second William's file. That leaves many questions unanswered about William of Roane County - does give the locations he lived (Hawkins and Roane Counties in Tennessee and Caswell and Warren Counties in North Carolina) but it doesn't give any family info beyond substituting for brother George. He served two three-month enlistments and saw action in one battle. The other William was married to a Keziah and had the children you listed. He saw no action during his service. He did live in Tennessee - White County, but the widow's pension was in Sullivan County, North Carolina.
