Hello Kristie Lana,
I checked the marriage records for Loudoun and Fairfax Co., VA and did not find a marriage to Elizabeth's mother.
If Stephen married before 1793 there is no record as marriages were not recorded until 1793. Elizabeth may have been born in Fairfax Co., VA as her father was a merchant in Alexandria, VA.
I was pressed for time and I forgot to check the Stephen Donohoe file in the Thomas Balch Library, 206 East Market Street, Leesburg, VA 20176. There may be something there.
