Your Willis may be the one mentioned in a book called Whatever Became of Atlanta? published by Capricorn Corp, 4961 Rebel Trail NW, Atlanta, GA 30327, copyright 1984. On page 70 it says...

Their preacher urged them to move to Terminus -- later know as Atlanta -- saying it would grow great. And in June, 1842, Willis Carlisle, then 21, and his wife Julia, then 17, moved into a Terminus shanty near the site of the present Federal Reserve Building on Marietta Street.
