According to Lewis Yankey in The Caplinger-Keplinger Family of the Valley of Virginia, your William Keplinger is the probable son of John Keplinger, Jr. of Lower Brocks Gap area, brother to Abraham, John III, Juliana, and Adam, Sarah and Christian. His wife Magdalena/Matilda was the daughter of Christian Caplinger I. They disappear from Rockingham records after 1801.
