You didn't give any birth year for him so not sure this is the right fellow.
There is a Frank Michelin, born about 1857 Quebec who is in the 1916 census for Maple Creek, Sask.
1916 TOWSHIPS 5,6,7 AND 8, RANGES 17, 18 AND 19, W 3. M., including the town of Shaunavon - 09, MAPLE CREEK, SASKATCHEWAN
Frank, age 59, farmer, married , born Quebec
He is by himself, but listed as married, so perhaps he came out to Saskatchewan and brought the family later - hard to know.
I was not able to find a death record for him, but someone with access to Sask. records might be able to help you. You also asked for any records of him. The only one I've found is the one census above. If this is the right fellow I can look for more on him for you.
Do you know the name of his parents, wife, or any children - that would help to find him in earlier census and possibly in birth and marriage records.
** there is a baptism record for a Francois Xavier Michelin born 1856 Trois Rivieres, Quebec to Etienne Michelin and wife Rene Gilbert.
I looked for him at familysearch.org and there is a Francis A. Michilin who married a Julia Laprairie Oct. 1, 1895 Michigan- his parents shown as Steven Michilin and Reine Gilbert so somewhat close to names of parents in the baptism able. This Francis is shown to be own about 1859. If this is the right couple it looks like a double wedding as Julia's brother William married the same day and place.
An Anna Michilin was one of the witnesses to Francis and Julia's marriage.
Mrs. Julian Michelin, age 48, crossed from Cheboygan, Michigan to Ontario in 1914 - listed as a housewife - I cannot find her or Frank in 1910 census though.
