Hi Carolyn, thank you so much for your research. As I read your findings, it seems you and others who have assisted on this forum have come across the Joseph and Emilie Labare (Abare) family of Chazy. NY.
This family I believe has a strong probability of being the family of my Philip Abair/Hebert .
Although there is nothing definitive like a certificate of birth stating this connection, I am basing this probability on my research and what you and that that of Nycole Page of this same forum has found.
This Labare family appears to be the same Joseph Hubert/Hebert (born 04 févr. 1819 in Contrecoeur) and Emile Trembley who married in 1839 in St-Valentin, Qc.
Joseph Labare and Mille (Emilie) in census 1850 in Chazy, Clinton, NY. (Ancestry.ca)
Joseph Labare33b. about 1817 Canada(Feb 4 1819 Contrecoeur, Qc) true birthdate
Mille30b. about 1820 Canada(August 6 1819 St-Luc, St-Jean co. Qc)
Philip10b. about 1840 Canada(Dec 11 1840 St-Valentin)
Mille7b. about 1843 Canada
Mary4b. about 1846 Canada(May 31 1844 St-Valentin; baptized Marie Rose)
Peter4b. about 1846 NY(Sept 19 1846 St-Valentin)
Rosalie2b. about 1848 NY
Josephwas not born in 1850
Another researcher, Nycole Page, of this forum, founded the Labare family above and she started researching different US censuses and found a Philip Abair/Hebert born in Canada married with a Josephine and found one Philip Abear in Alburgh, Grand Isle, VT. Born 1842 in Canada. He was a cooper.
She also found a Philip Abair born NY 1840 in Chazy, Clinton, NY in the 1860 census, as you have done; He was living in the house of John Aldridge and family. Philip is a farm labourer.
This puts him at the place of his first two children's birth (Theopolis 1864 and Delmira 1868)
That being said, it’s possible he was married to Josephine around the years '60 to 63 in Chazy.
Regarding Philip’s death, I have received the death certificate from Vermont vital records on a Philip Abar (misspelled?). And this can be found in Family Search.org the certificate states he died on Aug 8 1874 VT, being killed by a railroad car.
Another document I read stated he was an engineer for the Vermont RR.But what is important is that the death cert lists his parents as Joseph Abar and Mary?
AND I found a news paper article from the ‘Vermont Watchman and Journal’ which reports the death of a Philip Abair on Aug 8th 1874 in Alburgh VT (Grand Isle Co.) the report says he was run over by a ‘bully ‘Rail Road car; and that he left a wife and several children the news article reads.
Both documents put Philip in Alburgh Vt. on Aug 8 1874. Alburgh is where the remaining children, after Theopolis and Delmira were born.
A transcription and the record of his death [familysearch.org, Vermont, Vital Records, 1760-1954]
Name: Philip Abar
Event: Death
Event Date: 08 Aug 1874
Event Place: Alburg, Vermont

Estimated Birth Year: 1840
Father: Joseph Abar
Mother: Mary
Film Number: 540051
Digital Folder Number: 004357156

According to whomever was the informant of his death data (probably Josephine), his parents were Joseph and Mary, not a great deal of help, but something.
Following the Joseph Hebert/ Emilie Trembley Hebert angle, Nycole was able to trace Joseph Hebert/Hubert family up-line further.
I have tentatively put this lineage in my Ancestry Tree (Ancestry.Com: Robert Abair tree) so I could possible get some hints.
I am also awaiting search information from Vermont French Canadian Society which I requested a search.
Below is the tentative direct line from Joseph to My grandfather George. George had my father Robert and then me Robert Jr.
JOSEPH HUBERT/HEBERT was born 04 févr. 1819 in Contrecoeur, and died Bef. 1880.He married EMILIE TREMBLAY 11 fevr. 1839 in St-Valentin, daughter of FRANCOIS TREMBLAY and ROSALIE FRECHETTE.She was born 06 aout 1819 in St-Luc (St-Jean), and died Aft. 1880.
PHILIPPE ABAIRHEBERT was born 11 dec. 1840 in St-Valentin, and died 8 aout 1874 in Alburg, Grand Isle, Vermont. He married JOSEPHINE MAYO/MAHEU in Clinton co. NY?She was born c juin 1836, and died 12 fevr. 1899 in Springfield, MA62y 8m. (I have picture of the grave)
EDWARD REVERE. ABAIRb. 30 mars 1872 in Vermont, and died 1959 in Brooklyn, NY.He married GERTRUDE BOWER.She was born 1884 in CT, and died Bef. 1940.
GEORGE WARREN ABAIR b. 14 fevr. 1911 in Brooklyn, NY, and died 09 sept. 1983 in Boise, Ada, Idaho. He married EMMA FARINARO.She was born 27 mars 1910 in NY, and died 11 mai 1991 in California, int. Boise, Idaho.
What we have so far is a strong probability of the Joseph/Emille being the parents of Philip. I cannot be definitive as my search continues for other sources to confirm this.
And then on to Josephine and her elusive family.
Thank you once again, Bob
