Are you sure it is Joseph "T" Nobert?
Is Effie Harriett Russell your grandmother?
If so, Joseph Nobert has 24 years old in 1892. It makes him born in 1868 not in 1862. There are lots of possibilities for Joseph Nobert born in 1868 or maybe in 1867.
Are you aware of other Noberts in Illinois? That could help finding brothers or parents who immigrated to Illinois?
The Noberts coming from Champlain are also called Bigue-Nobert (pronounce Beegay)
