I may have found him on the same census page as Maude and Howard in 1911

on line 12 of that census photo is

R V Johnston born July 1889 in Canada ,lodger, carpenter

if you look at an enlargement of the photo , you can see some faded marks following the upstroke of the V that look like two loops... making it a B the letter above is an h so the loops are not part of that letter

look also at the usual address for Maude and howard, is is the same address as Reg, so they may have just been misplaced on the census page
