Parishes do not deliver any record anymore. You have to apply to the Directeur de l'état civil. Search on internet for means to reach him; the site is available in English also but search with : directeur de l'état civil.
I do not believe that you can get a photocopy of the actual record but you can get all the info contained in it.

To get copies of records or the equivalent, you have to provide reasons (eg. relationship to the individual).
