1911 census says that Joseph, 10, was b March 1901.
The year may be wrong on census but usually the month is right.
None of the children listed were born 1899 or September of any year.

This family is on 1901 UK census in Poplar Surrey.

A Joseph S Chandler,29, and Wm Jos Chandler, aged 9mths crossed Canada-US border at Niagara Falls August 1929.
Joseph S Chandler, b London England from Arizona, in Canada from 1906-1918, at Brantford Ont. He is a surveyor, Parents: Mrs and Mrs Chandler, 59 Grand River Ave Brantford.
Wm Jos was born Douglas Ariz.

Doesn't look like this Joseph is yours.

Are there 2 Joseph Chandlers? The WW1 enlistment give 9/9/1899 as birth date with father in Brantford.
