Place name EBURNE now RICHMOND B.C.

I am seeking information regarding the name Eburne and Richmond. My relatives moved to Lulu Island about 1928 and when they received mail it was addressed as Eburne B.C.
When did the name change from Eburne to Richmond? What area did Eburne cover ? All of Lulu Island or just the northern portion?
Also, if anyone has information regarding the "Street" naming and numbering system in the period from about 1928 to 1940 I would appreciate to hear from them.
