Slow down partner - I live in Bc and I am a history and geography teacher so I can answer most if not all your questions
1. Government for maps -type in Fernie

2. Marriages are obn-line in BC up to 1924 , but births are only up to 1899, deaths are up to 1979

3. Fernie is very small so any Webbs there are probably related ( I lived in the next valley to Fernie)
4. There is an on-line Cemetary site so the Webbs buried in Fernie are probably related ( but there are also surrounding areas that might have relative so I am going to look at all this information and use my local knowledge and get back to you )
