Hello Kim,
If you go to www.censusfinder.com and choose BC you will get a page listing available censuses and directories.
There is an 1863 BC and Victoria Guide and Directory as well as an 1868 First Directory of Victoria.
I do not believe there is an 1861 census for Victoria.
Hopefully the directories will give you some of the info you are looking for.
