1861 census for Victoria, is there such a thing?

Hello,
I am wondering if there is an 1861 census for Victoria?
I am looking for Robert Jesse who would have married in January 1861 to Matilda McNeill, daughter of Captain William McNeill. I have had help and found Robert in 1870 in San Francisco and 1881, 1891 and 1901 back in B.C.
